According to an article by TOI The Ministry of Road Transport and Highways ( MoRTH) has mandated all vehicles to be equipped with the high security registration plate ( HSRP) that are sold prior to April 1, 2019.

It is a high security registration plate is made up of aluminium and is secured to the vehicle with two locks. The registration plate is hot-stamped with a chromium-based hologram in the shape of Ashoka Chakra on the top left corner . It is blue in hue and precisely measures 20mm x 20mm.
In the bottom left corner of the plate is an 10 digit PIN (permanent Identification Number) which is laser-engraved onto the reflective sheet. Similarly, the HSRP is also supplied with an adhesive film that is hot-stamped on the registration numerals and letters that bear the inscription "India" at a 45-degree angle. The main reason for this directive is that older number plates are easy to tamper with and could be removed or replaced easily.
